Expanding Housing Affordability
New Awards Support 100 New Affordable Units in Northern Dutchess,
$1 Million to Sustain Housing Trust Fund as part of 2026 Executive Budget
County Executive Serino will present her 2026 Executive Budget in the Dutchess County Legislature Chambers on Wednesday, October 29, 2025, at 11 a.m. The Budget Address can be viewed live on the County’s website at www.dutchessny.gov.
Dutchess County Executive Sue Serino continues her commitment to housing affordability and opportunity with the announcement of 100 new affordable units to be created in northern Dutchess with support from the Dutchess County Housing Trust Fund (HTF). The County Executive also announced her 2026 Executive Budget will include $1 million to sustain the HTF, continuing to create new housing options that are affordable and attainable for local neighbors.
Dutchess County Executive Sue Serino said, “Home is truly where the heart is, but finding an affordable home has never been more challenging. Our Housing Trust Fund has been such an important tool in creating new housing units that provide accessible choices for our neighbors as they seek homes where they can live and thrive here in our community. My commitment to creating and preserving housing opportunities for all our neighbors is unwavering and I am pleased to continue that support in my 2026 Executive Budget.”
With $2,315,000 in support from the County’s Housing Trust Fund, over 100 new affordable units will be developed in Red Hook and Rhinebeck:
Red Hook Gateway, 7598-7610 North Broadway, Red Hook – $850,000
New construction of 20 units of affordable rental workforce and homeownership housing. The rental units will be a mix of 1- and 2-bedroom apartments with income limits between 60% and 80% of the area median income (AMI). The single-family homes will be for low- to moderate-income homebuyers earning up to 80% of the AMI. Final approval is anticipated from the Village by the end of 2026 with construction beginning in 2027 and occupancy in 2028.
Village of Red Hook Mayor Karen Smythe said, “Housing security plays a critical role in enabling economic and social mobility. It contributes directly to family stability and is a key factor in sustaining local economies and business ecosystems.”
Locust Hill, Rhinecliff Road, Rhinebeck – $1,465,000
New construction of six buildings with a total of 80 units. The rental units will be a combination of 1-, 2- and 3-bedroom apartments with income limits between 30% and 80% of the area median income. Of the 80 units, 67 will be funded by the Housing Trust Fund. Conditional or final approval from the Town is expected by the end of 2025. Construction will begin in early 2026 with occupancy anticipated for the Fall of 2027.
“Affordable housing is essential for a strong thriving economy, to build a stable workforce, reduce inequality, and foster long-term growth. The County’s investment in housing is an investment in our small business community,” said Luciano Valdivia, owner of Market ST restaurant and Board President of Rhinebeck Area Chamber of Commerce.
“Access to safe, stable, and affordable housing is not just a social and moral imperative, it is an economic one. It underpins mobility, supports family resilience, and fuels the success of local businesses,” said Town of Rhinebeck Supervisor Elizabeth Spinzia.
These northern Dutchess projects follow $2.45 million in HTF funding County Executive Serino recently announced to support the development and preservation of more than 100 affordable housing rental units in Amenia and Poughkeepsie.
The County’s Housing Trust Fund has been an adaptive and responsive tool to support different projects that expand housing options and affordability. Serino continues her commitment and support of the HTF in 2026 Executive Budget with $1 million in new funding, allocating $500,000 from short-term rental revenue as well as $500,000 from the Community Benefit Fund she established in 2024.
Serino also continues the Property Rehabilitation Program in her 2026 Budget, helping existing homeowners with grants to make critical repairs to remain safely in their homes. Serino expanded the program in 2025 to help more low- and moderate-income residents ensure their homes meet current health, building, fire and other safety codes and help preserve housing stock for the future by preventing homes from falling into disrepair.
The Housing Trust Fund and the Property Rehabilitation programs are among several initiatives coordinated through the Department of Planning & Development to expand safe, affordable housing options.
